Particulars of organization, functions and duties
[Section 4(1)(b)(i)]

1. AIMS AND OBJECTIVES
 
To promote the welfare of Labour in the National Capital Territory of Delhi and to implement welfare schemes formulated.
2. MISSION

To cater the welfare of labour by launching various schemes/ projects for the benefit of working class of Delhi.


 
3. BRIEF HISTORY AND BACKGROUND OF ITS ESTABLISHMENT

Bombay Labour Welfare Fund Act 1953 (Bombay Act No. XLB 1953) was extended to NCT of Delhi by the GSR 1286 (E) dated 15/12/1986. In exercise of the powers conferred by Sec. 19 of Bombay Labour Welfare Fund Act 1953 as extended to NCT of Delhi, the Govt. of Delhi framed the "Delhi Labour Welfare Fund Rules, 1997 which was published vide notification No. F9(1)/89-DLC(W)LC/590 dated 18/11/1997 in Delhi Gazette, extraordinary, Part-IV. As per section 4 of the Act "Delhi Labour Welfare Board" was constituted vide notification No. F-9(1)/89/DLC/W/36 dated 17/01/2002. The Govt. of Delhi created "Delhi Labour Welfare Fund" vide Notification No. F.9(1)/89/DLC(W)/100 on 13/07/2004.
4. ORGANIZATION CHARTS
 
4.1 Delhi Labour Welfare Board comprises:-
  12 members (including Chairman), of which
  03 members are representatives of employees
  03 members are representatives of employers
  03 members are representatives of women
  and 02 members are independent members
4.2 Welfare Commissioner: is the Principal Executive Officer of the Board
4.3 Executives:- Accounts Officer:- For maintaining the Accounts of the Board
Admn. Officer:- For General Administration of the Board.

 
5. ALLOCATION OF BUSINESS

Administering the Delhi Labour Welfare Fund and to carry on such other functions assign to the Board by or under the Bombay Labour Welfare Fund Act 1953 as extended to NCT of Delhi.


 
6. DUTIES TO BE PERFORMED TO ACHIEVE THE MISSION

Enforcement of the provision of the Bombay Labour Welfare Fund Act, 1953 as extended to N. C .T. of Delhi and rules made there under and implementation of the welfare schemes to cater the welfare of the working class of N.C. T. of Delhi.


 
7. DETAILS OF SERVICES RENDERED

Board is rendering following services to the workers and their family members through various schemes :-


1. Crèches at Basti Vikas Kendra, Suraj Park, Badli, Delhi.
2. Vocational Training Courses at following Labour Welfare Centres:-
(i) Nimri Colony, Ashok Vihar, Delhi - 52
(ii) Karam Pura, New Delhi - 15
(iii) Basti Vikas Kendra, Suraj Park, Badli, Delhi - 42
3. Free Legal Aid Centres with the collaboration of Delhi Legal Services Authority are:-
(i) Labour Welfare Center Ashok Vihar, Delhi - 52
(ii) Labour Welfare Center Karam Pura, New Delhi - 15
(iii) St. Lawerence School, Geeta Colony, Shahadra, Delhi - 32
4. Library & Reading Room at Welfare Centres at:-
(i) Labour Welfare Center, Karam Pura, New Delhi - 15
(ii) Labour Welfare Center, Nimri Colony, Ashok Vihar, Delhi - 52
5. Shramik Referral Centre at Giri Nagar, Kalkaji with collaboration of CORE, an NGO.
6. Awareness Program on issue of AIDS/ HIV and on other social issues by organizing Nukkad Natak in Delhi.
7. Organizing Seminars/ workshops for workers education and creating the awareness of their rights.
8. Cultural Programs.
9. Blood Donation Camps.
10. Health Check-up Camps.

 
8. CITIZENS INTERACTION

The constitution of the Board reflects Citizen's participation by organizing the Seminars/ Workshops. The Board regularly interacts with the citizens. Apart from it, Board regularly interacts with the representatives of employees, employers and individual worker to assess the community needs of the workers which help in formulation of the welfare schemes. Employees and their family members individually visit the welfare centers and Board's Headquarter to discuss their problems and enquire about the various welfare schemes. The Board also associates NGOs with its programmes.

12. PUBLIC INTERACTION, IF ANY

The Board interacts with the public to discuss their community needs and also to get the feedback of the Welfare Schemes. The constitution of the Board reflects Citizen's participation by organizing the Seminars/ workshops. The Board regularly interacts with the citizens. 13. GRIEVANCE REDRESSAL MECHANISM

Any person can meet Welfare Commissioner of the Board during the working hours regarding his/ her grievance and prompt action is taken to redress the same.
